Timor-Leste's Eighth Constitutional Government, based on the Parliament which was elected on 12 May 2018, took office in June, although some Ministers selected by Prime Minister Taur Matan Ruak were not sworn in to office by President Francisco Guterres "Lu Olo." The Government was formed by the AMP coalition of CNRT, PLP and KHUNTO, which has 34 of the 65 Parliamentary Seats.

On 20 July, Parliament approved the first Law proposed by the new Government, to authorize an extraordinary transfer of  $140 million from the Petroleum Fund to address a cash flow problem with state finances.

In January 2020, the governing coalition broke down when CNRT voted against the 2020 state budget, leading to several months of confusion. Taur Matan Ruak submitted his resignation as Prime Minister in February, but the President delayed accepting it. A month later, the Covid-19 emergency made it clear that stability was needed and he withdrew his resignation in April, followed by a government restructure and the resignation of all CNRT ministers. As of the end of May 2020, the Government is supported by a Parliamentary majority composed of PLP, Khunto and Fretilin. In mid-June, the Organic Law was revised again.

Decree-Law 14/2018 was enacted on 17 August, defining the Organic Structure of the VIII government.

The Jornal da Republica published the approved Government Program in Portuguese and Tetum in September.

On 18-19 May 2020, Parliamentary order crumbled, with CNRT Members damaging the President's desk and attempting to prevent other MPs from electing a new President. On 19 May, non-CNRT members elected(P) Fretilin's Aniceto Guterres Lopes as President, although CNRT is challenging the election in court.

On 25 May, the Government enacted a new organic law defining its structure(P), and CNRT instructed all its Ministers to resign.  The Organic Law(P) was revised again in mid-June.

By late June, the Government has filled its positions, as follows. Parliamentary leadership positions are in the right column. The Prime Minister circulated Guidelines for preparing budget proposals for 2020-2023 to Government officials, outlining the principal objectives and indicators.
