2026 budget process begins

This is the first budget under the revised Budget Framework Law No. 3/2025 of 23 April.

The Ministry of Finance hosted the annual Budget Days meeting on 13 June. It opened with a speech by Prime Minister Xanana Gusmão, followed by these presentations.

On 30 June, the Council of Ministers approved an 'indicative expenditure ceiling' of $1.85 billion for the 2026 state budget. (Government budgets always exceed such ceilings.)

The  Ministry of Finance released its Declaration of Budgetary Strategy 2026 in mid-July, together with a Tetum Circular for the 2026 budget. In August, they released a report on citizen consultation.

Ministerial budget proposals are due by 24 July. The Budget Review Committee created by Gov.Resolution 33/2025 is meeting on 4-20 August, with many challenges from agencies which want more money.

La'o Hamutuk's Analiza krítiku ba preparasaun OJE 2026 was printed in many media, including Tatoli, Diligente, Neon Metin and Independente. We were interviewed about the budget in the context of petroleum production ending on RTTL-TV, Independente TV, GMN-TV, Programa Dadalia, RTM-TV and Timor Podcast.

As the Budget Review Committee wound up its work, La'o Hamutuk wrote a letter (Tetum) to the Prime Minister with some recommendations, including:

  • Prioritize essential spending which addresses real conditions and fundamental social needs.
  • Invest money from the Petroleum Fund in sustainable productive sectors, including agriculture. Analyze and weigh large investments in Tasi Mane and mining which are unsustainable.
  • Improve systematic publication of all budget documents for public access., as well as mechanisms for participation.
  • Deny requests for additional spending which compromises fiscal sustainability.
  • Promote structural fiscal reforms to reduce dependency on the Petroleum Fund.

On 26 September, La'o Hamutuk wrote a letter (Tetum) to the President of the National Parliament appealing for stronger transparency and participation in the upcoming budget debate.

On 30 September, the Council of Ministers approved a proposed 2026 budget of $2.29 billion, 24% higher than the ceiling they had set three months earlier.

The proposed budget law was submitted to Parliament on 1 October.

Discussion in National Parliament

Parliament has established a schedule for its budget debate, including a Budget Panorama seminar on 16-17 October and committee hearings with government officials on 20-23 October. Plenary debate will begin on 5 November, with a final vote on 24 November.
